To: Bupa Care Services New Zealand Management
We, the undersigned workers of Bupa Care Services New Zealand, hereby request that our employer conduct a comprehensive Health and Safety Risk Assessment, including psychosocial, for each role at each care facility.
This assessment is crucial to ensure appropriate and safe staffing levels, which will enable us to provide all necessary care services for our residents.
The Health and Safety at Work Act 2015 requires a primary duty of care on employers (PCBU) to ensure the health and safety of their workers and others in the workplace, including the provision and maintenance of safe systems of work.
Under the HS@W Act, it is essential to regularly evaluate and mitigate any risks associated with staffing levels and workload pressures, including the application of rotating rosters and impact of psychosocial harm.
The changes in rostering, triggers the requirement to conduct these Risk Assessments.
Additionally, according to the Age-Related Residential Care Services Agreement and Hospital Specialised Services Agreement, it is the employer’s obligation to maintain a standard of care that meets the needs of residents. Adequate staffing is imperative to fulfil these agreements and to ensure the safety and well-being of both residents and staff.
Workers request
We request that Bupa Care Services New Zealand:
- Conduct a Health and Safety Risk Assessment for each role at every care facility.
- Evaluate current staffing levels by site and compare them against the required levels to provide comprehensive care for the residents.
- Identify any risks related to insufficient staffing, or rostering patterns and develop a plan to address these risks.
- Provide the findings of the risk assessments to all staff members and involve them in the development of solutions.
- Ensure ongoing monitoring and regular updates to the risk assessments to adapt to changing conditions and ensure continuous compliance with health and safety regulations.
